Last month, when writing about Tracsis (TRCS; 435p), a technology provider to the rail sector, I noted that delays in spending during the first year of Network Rail's Control Period 7 (the latest five-year cycle for financial and operational planning) had led to deferments in implementing its rail condition monitoring systems. In fact, the delays had impacted the entire rail supply chain, which was massively oversold. Some may now be wondering whether this has created new opportunities.
